Accommodation
Accommodation in Oxford is expensive. The best option is to be hosted in colleges.
They offer a range of B&B accommodation from single en-suite (about 52£) to non en-suite (about 40£) and shared rooms (twin en-suite for about 77£).
July is a very busy time for Oxford (many tourists, summer schools, ...), it also means it is a very nice period for spending time here!
We highly recommend that you book VERY EARLY (e.g. January) your room to make sure you will have a roof!

The budget option
There are a couple of budget accommodation in Youth Hostel (shared rooms).
A Google search will be more efficient than listing them all. Most of them are within a walking distance to the conference.
